For automotive reference designs (DER-xxxQ), section 2.2 of the report specifies the Isolation Coordination Requirements which includes the Isolation Test Voltage (VISO) Requirement for Transformers. This Isolation Test Voltage is applied between Primary and Secondary for a minimum of 60 s. DER-946Q, DER-948Q, DER-956Q and DER-953Q has VISO requirement of 5000 Vpk, or 3534 Vrms (actual transformers were tested at 4000 Vrms).
